Activities of JASSA

It is very important to keep up the morals of temporary staffing services while urging the easing of regulations. JASSA believes that the social trust is the primary issue for the realization of job creation and social contribution, and it has instituted "The JASSA Charter" and "Code of Practice" for the proper business operation. Concretely, JASSA established several specialist committees for promoting and supporting the activities with the considerations to the trends of industry.

 General Affairs Business Committee
The General Affairs Business Committee reviews the basic issues of JASSA's business affairs and financial administration. It promotes the counseling and training for the proper operation of temporary staffing service business, expands the associate members, and deliberates whether the applicants are eligible for the membership or not. It plays the central role in JASSA and aims the improvement of social status of temporary agency business by addressing the compliance and social enlightenment through the operation of Subcommittee on Morals and Ethical issue and the Subcommittee for dispatch business promotion.
 Dispatch Business Staffing Services Support Committee
Dispatch Business Staffing Services Support Committee assists the business affairs by providing information, releasing industrial newsletter, and upgrading data.

1. Publication activities
(1) Provide prompt and accurate information using Web and e-mail.
(2) Publish quarterly newsletter "haken+".
(3) Publish "Temporary staffing services data book".
(4) Create JASSA guidance.
(5) Prepare and release the bulletin report.

2. Sub-committee for the promotion of recruitment streamlining.
Investigating the improvement of data handling in case of the recruitment through web-site.

3. Conduct surveys
(1) Conduct the quarterly statistical survey on temporary staffing services to figure out the trends of industry such as the actual number of dispatched workers.
(2) Survey the actual situation and attitude of temporary staffing services under specific theme, and prepare a database.
(3) Survey the actual situation of temporary staffing services in foreign countries and prepare a database.

4. Enlightenment program on the protection of confidential information.
Review and update the guideline for the protection of confidential information along with the social movement, and examine the certifiable organization.
 System Revision Promotion Committee
On various issues arose from current Temporary Staffing Law, conduct the revision promotion activities against administrative and legislative bodies while asking the society for understanding.

1. Activities for the revision and proper operation of Temporary Staffing Law.
(1) Conduct research, publication, and enlightenment activities for promoting the fundamental reform of Temporary Staffing Law, and reach out to the administrative body.
(2) Conduct workshops for the responsible person in the temporary staffing agencies and the companies to be supplied with labor of temporary personnel.

2. Make research on the employment and social insurances, and promote the enrollment.
(1) Promote to take out a policy in the employment and social insurances to secure the working environment of temporary employees.
(2) Consolidate the baseline of employees who can enroll in those insurances in order to guarantee fair competition in the industry.
(3) Publication of the cost calculation of temporary staffing agency to obtain the consent from society.

3. Review various issues related with reformed system.
(1) Promote the social understanding of disabled persons' employment in temporary staffing services, and review the job development measure.
(2) Review the issues related to Temporary Staffing Law and approach to the legislative and administrative bodies.
( issues such as tax exemption of traffic expenses and business facility tax)
 Dispatch Staff Support Committee
Support the welfare programs and career development of temporary workers.

1. Make research on the improvement of working conditions and welfare programs
Research the working conditions and welfare programs of temporary workers and promote the reform measures.

2. Upgrade the environment of career development.
(1) Conduct career counseling.
(2) Reinforcement of Web checking system.
(3) Provide services by collaborating with educational institutions.
 Other Activities
JASSA provides various seminars in order to deal with the needs in various fields of temporary staffing services.
(1) Seminar for human resource development (to be held in local region)
(2) Level up seminar (to be held in Tokyo and Osaka)
(3) Counseling case study seminar (Tokyo and local region)
(4) Seminar on new legal system
(5) Seminar for the owners of temporary staffing agency
Coordination with health insurance union of temporary staffing agencies

JASSA is the parent body of the health insurance union of temporary staffing agencies, and it supports the activities for its proper development.
Conduct the workshops for the responsible person of temporary staffing agencies

JASSA conducts the workshops for the responsible person of temporary staffing agencies. All the agencies are obligated to select responsible person. This year, the content of workshop has been changed partially and the size of workshop is expanded to provide more fulfilling courses.
Operation of counseling center

JASSA operates counseling center in Tokyo, Nagoya, and Osaka cities to support temporary employees, temporary staffing agencies, and the companies which employ the temporary employees, and promotes the labor dispatching agencies to be operated properly. In addition, it also operates career counseling in Tokyo counseling center.
Research on temporary staffing service industry

Since JASSA is the one and only one lateral organization of temporary staffing business in Japan, it addresses survey report in commission from the Ministry of Health, Labour and Welfare.
Activities as the member of the World Employment Confederation

JASSA participates in the activities of the World Employment Confederation. Also, JASSA exchanges information with the association of HR services agencies in North East Asia as a representative of this region.
