Change in the sales of the temporary agency work industry

According to the "Aggregate Results of the Business Reports on Employment Placement Undertakings" issued by the Ministry of Health, Labour and Welfare, in FY2017 sales of the temporary agency work industry amounted to 6,499.5 billion yen (98.8% YoY). Since the establishment of the Law for Securing the Proper Operation of Worker Dispatching Undertakings and Improved Working Conditions for Dispatched Workers (Worker Dispatching Act) in 1986, sales of the temporary agency work industry and the number of temporary agency workers have changed due to the influence of fluctuations in the Japanese economy and amendments to the Worker Dispatching Act. The market for temporary agency work expanded rapidly following the 2004 amendment of the Worker Dispatching Act which removed the ban on temporary agency workers for manufacturing work, but when production activities slowed in the wake of the 2008 Lehman's crisis, sales fell considerably. This decrease continued with the tightened regulations on the Worker Dispatching Act enforced in 2012, but the decrease bottomed out in 2013 with increases seen in 2014, 2015, and 2016 along with the overall economic recovery.
